There's an easy solution to this situation; she can just tell him how she feels, but as I know, when you're head in heels for someone, you don't even know where to begin so you just wait. Not acting on your feelings is somewhat bittersweet; you'll never know what perhaps could've been and you know that's better than telling them because that way, you won't know, they'll never the option of telling you no, there will never be that rejection, so the only thing that keeps you going is the possibility of something.
