I think he is saying he is with a girl but she never is home with him and never spends any time with him and she will just leave him looking on and wishing (like the girl in a window). He also says he's left with broken promises that she's obviously made to him to come and see her and then she cancels and he wishes at the beginning he could be like the couple he see's who actually are together. That's how I interpret it :)
