    Duh- she's talking about bob dylan. Compare, another song about dylan: see baez' lyrics to the song "diamonds and rust" in which she is less kind --even sarcastic--when speaking of dylan, the "unwashed phenomenon" as she calls him in that song. The back story is that dylan famously dated baez before he met and married sara, then allegedly tried to reunite with baez after divorcing sara. If true, bass however did not reunite with him. However, indications are that she nevertheless forever acknowledges his talent and his contributions to music history, as evidenced in her lyrics in this song his song ("winds... "), for instance, and also the fact that she covered some of his songs on her own albums.
