This song is about a guy who is friends of a girl, Jenny, who reportedly died. The day she died, the narrator explains how they had a fight that day. They took a walk and the narrator had confessed his feelings to Jenny and Jenny tells him ‘I love you, but I have somewhere to go.’ The narrator then proceeded to assault Jenny, grabbing her and we assume he suffocated her or choked her, because in the song it says, “She couldn’t scream while I held her close. I swore I’d never let her go.” We can also assume that she either died at that moment he was choking her/suffocating her, or she was died by stabbing. But the most conclusive answer was that she was choked/suffocated to death. After, the narrator was brought in for questioning about Jenny’s death. He says that he had no motive to Kill Jenny because they were friends. He explains that he should be let go because he won’t tell them anything further than his statement of then having a walk. It's apart of the murder trilogy - leave the bourbon on the shelf, midnight show and jwafom. His girlfriend left him, he got drunk, hence the bourbon and drives to her house, he assaults her and then puts her in the backseat of his car (midnight show) he holds then drowns her in the sea and the night sky is the chandelier he speaks of, in 'jenny' he has been caught by the police and is being questioned and he says that he and jenny 'had a fight on the promenade out in the rain' he then says 'she said she loved me but she had somewhere to go' he probably took that as her going to see her fancy man so he killed her but tells the cops that 'she couldn't scream while I held her close' hoping.

It's about a guy who was friends with this girl, but I dunno, maybe he wanted more but she didn't. Perhaps she wanted to just stay friends. He cared about her a lot but basically he raped her. Hence the "she couldnt scream while i held her close"
That ^^ theory fits with all the lyrics of the song, except the verse beginning "I know my rights...". Not sure how to interpret that one I'm afraid.
