Ok, i'll take a shot at what I think is going on in this song:.
In the first verse, the author is recognizing the fact that he has sinned against someone ("i forgot to be a brother and a friend. "). He had rationalized in his own mind certain behaviors ("covered up inside"), and deceived himself into thinking that what he was doing was ok. He had a hard time, initially, with realizing that what he had been doing was a sin "sometimes it's harder to know i have failed at this scenario".
In the chorus, he humbly acknowledges his sin, that he is deeply flawed, and acknowledges that god's grace and mercy is greater than all of our sins.
In the second verse, he's essentially just admitting that he is unable to make things right, to make atonement for his own sin. God is the only one who can pay the penalty for sin (and he did so by sending Jesus to die on the cross). He is using financial terms metaphorically for our inability to pay for our sin. He has no "net worth to show that [he] can pay for this scenario".
In the last verse he is saying that the experience he had of falling short (sinning) sent him back to square one, realizing that he has no righteousness of his own. He recognizes that shortcuts are often sinful.
