Rewritten: I think "kau bukan milikku" or "u're not mine" says it all. It refers to a guy whom already belonged to someone else; probably he is a married man. Other interpretations unsuitable since such scenarios would probably best be written as "kau bukan untukku". Notice the difference in the use of word "milik" and "untuk". The relationship between them has always been a secret. The man can't openly care for her or be there for her during her darkest hours, as in "cinta kau ucap tak pernah kau tunjuk" & "beban yang tak pernah kau cuba ringankan" for he fears the relationship be known and of course since he belongs to someone else, that someone else must comes first. "ini tidak adil baginya" in the song may refer to both her own boyfriend/husband and/or the man's girlfriend/wife. The 1st line in the chorus could be interpreted as in meant for her boyfriend/husband while the last line for the man's girlfriend/wife. But she is indeed not "penakut" but brave enough to realize where she stands. Confessing her feelings, she knows is not the right move, penakut here may also refer to context of being afraid of the bad outcomes that come after if she confesses.
