I think this is what the song means: a person who likes a person, all that person wants is to talk to that person and know that person better but whenever that person tries to talk to the person that (that person likes) something is always pulling that person from going to that person. It seems like there's always something stopping that person to talk to that person, it seems like their time never seems to match or it could be both of their pov's. They like each other but both of them are afraid to make the move and for other reasons it's always complicated.
