It's Rush putting a person as a representation for independence and the Solar Federation as government-based oppression. The man finds a guitar (the symbol of in rock music, the most anti-government, pro freedom genre of music) and takes it to his leaders (lol), but they reject him and he has a vision. At this point, the story becomes his willingness to live in this horrible world in which he is in. But the thing Rush is saying in the last 3 parts has nothing to do with anti-communism or anything like that. It's about the good-over-evil idea.
