Justin Bieber talks about how when he was a young child, he used to run around and break hearts. But in this section, he talks about how he has grown up and has become more mature, and in turn, is capable of more love. He mentions that his haters look small from up there, this means that he has grown up and has learned not to take to heart what the haters have said, and learned how to block them out. He says "I'm bigger and you're bigger" at the end of this section, which I believe means he and his love/crush/girlfriend are growing up and should move on to something more serious.
