It's a combination of haunting vocals and unsettling lyrics meant to add atmosphere to the game. The repeated line "When you think you're really alone, feel the eyes of someone looking in on you", as well as words and phrases like "echo the absurd", "illusion", and "eyes", convey the feeling of isolation and paranoia. These creepy lyrics reinforce what the game is already making you feel.
