I think that this song is about Usher making a mistake in their relationship,(most likely cheated on her while "In That Club" lol) and she has given him another chance, but it's difficult for them to move on past his infedelity and it seems the bad out weighs the good and that stops the relationship from going anywhere. It's like moving a mountain compares to them being happy with eachother again.
