In the magazine Rolling Stone http://www.rollingstone.com/music/news/panic-at-the-disco-talk-jennifers-body-song-plans-for-new-lp-20090918 Brendon Urie explained how the first verse came to be. Apparently he woke from a lucid dream, and because it was so vivid he felt the need to write it down before he forgot about it. He says he isn't very good at explaining things which explains the vague and even cryptic lyrics that he himself calls "random lines". The first verse is basically a dream of Brendon Urie, which was the start of this song.

Can we fast-forward to go down on me
Obviously about him (or someone else) wanting to get on with the dirty business so to say. It could be meant as a metaphor for getting further with a relationship with someone; Because of the line "I wanna live life from a new perspective" this is not impossible.
