Meaning
The entire meaning of this song is sharing what he wants to do and how he wants to do it. He understands what the bad and good things he has done in life. Strummer wants to make everything wrong right and he will pray to be forgiven. He is showing us he is flawed but wants to make it right. While Strummer sings about the things he wants to do he is stating whatever it is, he's going to do it in style. He is going to go full force in enjoying the world, "kiss all the pretty girls", "go out dancin' every night". Every night".

Strummer explains to the stranger now becoming a friend, that he is in a band. The stranger-friend asks what genre of music he plays. Strummer stutters as he is not a mainstream man. Music is the story of his life and unlike any other band I have seen Strummer clearly shows it in his work his journey. So the stuttering is because you can't pinpoint exactly what genre he is in, although others do. He goes from punk to spiritual to rock & roll to indie music. He also fits into the genre of Gypsy Punk, so to pinpoint exactly what type of music is a wee bit difficult. This shows in the next set of lyrics.

Strummer is saying that he was out walking on "the highroad", which may be literally, meaning he is actually on the high road, or metaphorically speaking, he has reached an enlightened state and is in the position to give great advice and take good advice. In short he is a humble, easy going man that is open to any experiences that will assist in heightening his soul/spirit and mind.
Strummer is also saying he is very welcoming and helpful beyond the literal meaning of those words. He is just not assisting a stranger who is in search of something that he does not have but he is giving this stranger other options that will please the stranger and in hopes, enlighten the stranger as well.
