It means that she just realized that they were perfect for each other the minute they met. He knows it and they shouldve started a relationship but he doesn't realize how much she loves him or even if he loves her. But they shouldve been together even at the end. But then they had to say goodbye and they missed out on each other. So the never had the chance to be soulmates because they didn't realize time was running out.
