I think this song is about freedom: some tyrant has stolen my true love away! What do tyrants steal? Freedom. Here's a health to all others that are loyal and just. Sounds like freedom. And confusion to the rivals that lives (confusion lives) in distrust. Confusion lives in distrust. Meaning that the opponents are distrustful. The bugle shall sound. Like the trumpet shall sound in the Bible. The walls of Jericho will come down - bugles announce the coming down of walls and the beginning of freedom. The serpents shall sing. This would require them to rise, more than rise, and serpents rising means spiritual awakening, so freedom here too.
