(I can't really make out what they're saying, but I think it's a car accident over the radio or something; I'll fill this in later).
That part is a national weather service tornado warning for so & so at so and so time moving in this direction, etc. I can't really make what county/time/direction. There's video of Greg from Kill Hannah visiting stg in the studio. I believe they might have went storm chasing during the recording of this album, hence why there's a storm/season theme to it.
