I believe what he's trying to say is the person in question does all the dirty work so he can take the glory of the overall product. For example, "screw the whistle, come be the train" came be interpreted as meaning 'don't take the fancy, glorified cushy job, be the one that actually does something- be the reason for that job'. This point is enforced by the chorus of "I'm a window, you're just the rain" since the reason the window is there is because of things such as rain, wind and other outdoor elements.
