It's more of an ironic reference than a serious one. Biblically speaking, the phrase condemns the wicked to suffering. In the context of the song, the singer is relating in an amicable way to the "wicked".
As someone who has felt totally lost to immoral behavior, and found recovery, I feel that the compassion offered from this perspective is valuable.
