Kimmie Rhodes is singing about the experience of growing up in Lubbock, Texas, and about her love for someone, probably her father, who was mysterious in some ways- as there were things he never told her; she is reminiscing about that person, with fond memories connected to the geography and climate of the Great Plains, which is flat and dry and windy, especially in the spring. The wind seems to be a metaphor for her feelings and her memories, weathered through time and her experiences.
