I gathered that whoever wrote this song has a either a bad realtionship and it's bringing the other person down, and neither can escape and they want to quit, but they can't. And the only time they feel alright is when their sleeping, and they don't have the thoughts of letting eachother down, and that they are using 'coming down' because there getting better, but then they relapse again, and it's become a cycle, that they know is bad, but can't escape.
