I think bob was in a very depressing place or thinking about a past depressing place(after all he is from mn) And I think this song is one of the most powerful songs written to date. I also think it is to do with a past love, but mostly this song means that the future nowadays is so uncertain and he is trying to express the depressing state of our world today.
