I think it is story about somone who has seen people around him grown bored of life from doing the same thing daily, not truely living and taking advantage of life. And it has began to make him deperessed.
And he goes on to sing that the children are being tought a universal lesson to all end up like this. He refers to this as people run in circles. Then he has a referace of it as the teacher has a worn out face.
