It is a very political song. Matt Bellamy explained: 'Uprising', was kinda inspired by the G20 protests which took place a couple of years ago. He was watching it in London at the time it was going on, and liked the idea that people dressed up and had fun (a peaceful protest). And the whole economic crisis and mp scandal, where everyone felt they were being ripped off by the people they are supposed to trust. Red tape means causing delay, so they could be distracting the people to keep the truth hidden.
I think basically it is about going against the government, not letting them control you and having you own mind, opinions etc. The whole album is very much based on 1984 by George Orwell, which is a must read for Muse fans.
