Verse 1: he's robert, talking in 3rd person. He sounds very cocky, and hes thinking hes badass and cool for finding the gun and imagining himself as a lone cowboy. He must live in an isolated, imaginary world

Chorus: pumped up kicks are the cool rich kid shoes, and hes taunting the kids, saying that there cool shoes arent gonna help them run away when he shoots them. It sound like hes enjoying this thought. Chilling.
Verse 2: sounds like his dad is neglectful coming home late every night and leaving robert all alone. His "surprise" might be coming home drunk and beating him. Roberts been planning to kill his dad for a long time. Personifying his cigarette shows he is lonely and friendless and also shows his slipping into insanity.
