To me it seems like he is talking about how horrible and hellish war is and how like your teacher, mayor, neighbor, best friend's dad, or anyone else you know can be a murderer but nobody makes a huge deal about but yet if there is another person who kills others when robbing a store(robbing is an example) a huge fuss is made about it. He also talks about how nobody likes war and its just terrible.
