It's about a person who goes through life with disabilities. They just want to be normal like everyone else and do things as they do. The person knows that because they aren't normal, they won't be able to find their one love. They contemplate suicide but also have doubts about what suicide will really do for them. They think that though suicide would definitely end their problems and thier misery, the fear of actually killing themselves comes into play and is the only thing keeping them from doing it. When they "look for the coastguard" they are looking for someone to love them and understand completely how they feel and the direction in which they are coming from and not even care that they are different from others but love them just as much anyways.
