It is evident in the first stanza where the boy was depicted in search of monetary aids possibly for his collection of toys and when his fair was shut down, he stole a map, possibly to find another "fair" to turn to, where the place of his dream lies.
As for the story of the cat, it was depicted that the cat lives comfortably in his daily routine. However idealistic it may be, there was a flaw in it where he was "thrown in the cold and clean".
Ultimately, the question gets back to them whether, have they lost or found their "bird" which can be intepreted as their "goal" (etc. Kill two birds in one stone"). Nonetheless, the bird may be flightless, grounded and bleeding (hurt). Which means that the goal that they found may not be what they intended.
