He so badly wants to to tell her how he feels about her but feels it's most likely just pointless because he sees how the two of them act around each other. He sees how she looks at Jessie lovingly, and he knows that they are showing physical affection for each other.

The belief if that if you don't wait until marriage and do other sins than you will go to Hell after you die, instead of to Heaven with the people who waited to have sex until marriage and never sinned.
